15. Vampire: The Masquerade – Bloodlines (2004)

Troika's own staff reportedly called Vampire: The Masquerade – Bloodlines unfinished at launch, and they weren't wrong. Activision pushed the release date up, the budget ran dry, and bugs shipped along with it. A fan patch community has spent over two decades fixing what Troika never got time to. 14. Shenmue (2000)

Eighteen million dollars was an absurd sum to spend on a game in 1999, and Shenmue spent it anyway. Yu Suzuki had originally pitched the idea as a Virtua Fighter RPG before it grew into something Sega's own hardware could barely justify. Sega's finances were collapsing around the Dreamcast at the same time, and the sequel's budget got cut hard because of it. Michel Ancel wanted Beyond Good & Evil to be something Ubisoft hadn't really made before, part stealth game, part photography sim, part conspiracy story. Publishers took one look at Looking Glass Studios' pitch for a first-person RPG set on a hacked space station and passed. Origin Systems eventually picked it up, but development on System Shock stayed rocky right up to its 1994 release. Doug Church led a team trying to build something between an immersive sim and a horror game, a combination almost nobody was funding at the time. For years, the Nintendo 64 held a finished-looking project called EarthBound 64 that never shipped. Nintendo canceled it outright after roughly six years of work, and fans assumed the story was over. Tetsuya Nomura had to convince Square that mixing Final Fantasy characters with Donald Duck wasn't a joke. 6. Doom (1993)

John Carmack and John Romero weren't even sure their engine idea was worth finishing. id Software debated scrapping the project's ambitions more than once during 1992 development. They pushed forward anyway, and Doom launched in December 1993 on shareware disks distributed for free. 5. Metroid Prime (2002)

A first-person shooter studio building an exploration game sounds fine now, but in 2002 fans of Metroid assumed the worst. Retro Studios spent years in near silence while Nintendo insiders worried the switch to 3D would gut what made the series work. Shigeru Miyazoto reportedly pushed hard for first-person over the objections of people who wanted a traditional side-scroller. BioWare was building a Star Wars RPG bigger than anything LucasArts had greenlit before, with a branching story and a twist ending that required the whole game to support it. The team had to prove the Xbox could handle it while keeping the story from collapsing under its own ambition. 3. Resident Evil 4 (2005)

Capcom threw away years of work to make this game happen. One scrapped version, nicknamed "Hook Man," had Leon fighting supernatural forces in a haunted village before the whole concept got tossed. 2. Fallout (1997)

Tim Cain built Fallout on borrowed time. Interplay had acquired other RPG licenses in the mid-90s and reportedly considered scrapping his post-apocalyptic project entirely to focus elsewhere. 1. Half-Life (1998)

Valve's playtesters hated the first version of the game so much that the team rebuilt it almost entirely from scratch. Internally this became known as the "Cabal" process, where designers tore apart weak sections and rewrote them around pacing that actually worked.
