In Once Human, you can buy Peppercorn Seeds from the NPC named Lacey at the Blackwell Safehouse in exchange for Energy Links. Each Peppercorn Seed costs you 1000 Energy Links, and you can buy six each week.

You can head to the location even if you have just started the game. Just make sure not to engage in battle, as Blackwell Safehouse is in the Red Sands region with enemies at 41+ level.

Once you have the seeds, you can plant them at your base in a Loamy Soil or Planter Boxes that you can craft once you have the respective Memetics unlocked via your Cradle.

Alternatively, you can also look for other players' Vending Machines or ask in the global chat if anyone has Peppercorn for sale.
