Yes, instead of having a separate node, the Fluorescent Light upgrade is part of the Power Supply upgrade, and thus, if you hover over the Solar Generator upgrade, you can find it there.
How To Use The Fluorescent Light In Once Human
To use the Fluorescent Lights in Once Human, you must first press the 'B' key to enter building mode. Once that is done, head to the Furniture > Lighting tab.
You will find Fluorescent Light that you can attach to ceilings. Thankfully, the Fluorescent Light, as the name suggests, doesn't need an active power supply, and you can use it anywhere to light up the area.
