The best weapon for the Shrapnel build in Once Human is none other than the Golden Scar, SOCR - The Last Valor, as it can proc more Shrapnel hits based on the rate of your critical hits.

In addition, it is a powerful assault rifle that can easily reach 200k plus DPS with one magazine, making it the perfect pick for the Shrapnel build.

Now, regarding the secondary weapon, I suggest going for the Recurve Crossbow FRAG to trigger the Bull's Eye effect and increase the CRIT Rate%, eventually helping you trigger more Shrapnel hits with The Last Valor.
