The chat feature in Honkai Star Rail should have been available with the release of version 1.1. However, until now, we still do not have said feature within the game. It seems like, HoYoverse is delaying the implementation for now.

In Honkai Star Rail, you will be able to engage in conversations with your friends by using the chat feature accessible through the “Friends” menu, located next to the “Store” option.
First thing first, click on the little phone icon located in the top-left corner of the game screen to access your smartphone's menu.
Once that's done, select the “Friends” option and proceed to the first tab, “My Friends”. From there on, choose the friend with whom you wish to chat and click on the little chat icon.
This action will open the chat window, enabling you to send messages to your selected friend within Honkai Star Rail.
